Rogers County Investigators Arrest Woman Accused Of Sneaking Drugs Into County Jail

Investigators arrested a Tulsa woman accused of sneaking meth and heroin into the Rogers County jail to an inmate.

Rogers County investigators said Kisty Ross was caught in the act on their surveillance cameras outside the jail. They said Ross went to a spot outside the jail, then was able to sneak the drugs into the jail to another inmate, who they say sold the drugs to other inmates.

Deputies arrested Ross at her Tulsa home after searching for her for two days.

“Any jail is going to have a constant problem with contraband, but our shakedowns are frequent and thorough, but these guys have 24 hours a day to think about how to get what they want,” said Sheriff Scott Walton.

Walton said the jail staff caught wind of the drugs being inside because the inmates started acting differently.

“When any of this contraband gets passed into the jail, by whatever means comes in, behavior changes immediately. It’s not because they are under the influence of whatever that chemical is, but the fact there is a product in there that’s forbidden, weird things start happening,” said Walton.

Investigators said recorded jail calls and messages showed Ross talking with an inmate about the drugs.

Walton said contraband is a problem they face every day.

“She was so interested in our jail on the outside, so we are certainly thankful for the fact that she can see it from the inside now,” said Walton. “You know when she wakes up and understands, I think she’ll know that she came to the wrong place to do the wrong thing.”

Records show Ross has spent time in prison for lying about who she is and using fake checks.
